Safe Education?

Daniel MacKay, the LCC writing instructor convicted of a sex crime two years ago, was removed from his classes when he was charged. Now, after being convicted, he has been reinstated. I am missing the rationale for this reinstatement.

I taught writing at the college for 22 years and know how vulnerable some students can be, particularly if they have dealt with predators in their past. How is having an instructor convicted of a sex crime creating a safe and welcoming educational environment for these students?
