The city of Springfield has temporarily waived certain fees it typically charges for the construction of accessory dwelling units (ADUs), which are also known as secondary dwelling units and in-law flats. These small dwellings are considered by many to be a key solution to the local housing shortage, as they can provide missing middle housing — small, affordable housing ideal for young families and retirees alike — in desirable neighborhoods.
Oregon Senate Bill 1051 passed in July of 2017, and was signed into law on August 15, 2017. In part, this measure reads: “A city with a population greater than 2,500 or a county with a population greater than 15,000 shall allow in areas zoned for detached single-family dwellings the development of at least one accessory dwelling unit for each detached single-family dwelling, subject to reasonable local regulations relating to siting and design.”
